Understand

How a law is passed.

Four steps, from tabling the text to its publication.

  1. 1. Tabling

The start of the legislative process: the government tables a bill, or Members table private members’ bills.

  2. 2. Committee

A committee examines the text article by article. It can hear experts and vote on amendments.

  3. 3. Plenary

The 150 Members debate, then vote on the whole text. This is a roll-call vote: every vote is public.

  4. 4. Publication

The King assents to and enacts the law. It is then published in the Belgian Official Gazette.

For most laws, the Chamber decides alone. The Senate only takes part on certain matters.
